Applicants must hold an equivalent qualification recognized by the South African Qualifications Authority (SAQA). A post-bachelor’s or postgraduate qualification will be advantageous. Applicants must also have at least five years of senior managerial experience, with proven expertise in education planning, education human resources, or education labour relations. They must demonstrate in-depth knowledge of the education sector, training system planning, and the funding and implementation of policies within the education human resources system.
Applicants must possess knowledge of Human Resource policy and Conditions of Service development. They must understand HR processes and provincial education department procedures. Strong writing, communication, and computer skills are essential, along with proven experience in team management. A postgraduate qualification in a relevant field will be an added advantage.
Applicants must demonstrate core competencies in Financial Management, Change Management, People Management and Empowerment, as well as Strategic Capacity and Leadership. They must also display personal attributes such as confidence, reliability, accuracy, flexibility, and diplomacy.
CHIEF DIRECTOR DUTIES
The successful candidate will oversee the Chief Directorate, including the Directorates responsible for Education Human Resource Planning, Provisioning and Monitoring; Education Performance Management and Development; Whole School Evaluation; and Education Labour Relations Management and Conditions of Service.
The candidate will ensure effective and efficient labour relations while analysing and reporting on human resource requirements and capacity. They will develop and implement a teacher recruitment strategy and system, and assess and monitor the effective utilisation of teachers in schools.
The candidate will serve the entire education sector and lead and manage a team. They will work closely with other branches within the Department of Basic Education, as well as with other state and provincial departments.
In addition, the candidate will redesign the school post-allocation system to reduce class sizes. They will develop and implement the Human Resource Management Information System to support integrated quality management, performance evaluation, and educator development. Furthermore, they will strengthen the teacher performance management system to improve the quality of teaching and learning in South Africa.

The Department will require shortlisted candidates to complete a technical competency assessment and will communicate the details in due course. After the assessment and interviews, the selection panel will recommend a suitable candidate.
Shortlisted candidates will undergo a security clearance process. The Secretary of Police Service reserves the right not to fill the position. All positions are based in Pretoria.
